Diploma down to economics

It is becoming received wisdom that the Tomlinson diploma proposal was rejected by the Government because of electoral considerations.That is undoubtedly the case but the Government had another compelling reason.

Tomlinson clearly indicated that his proposals would cost more, calling for a review of the funding regime to pay for the report's proposals.

The white paper simply says that now, and in the future, "resources will be determined in the normal way".

In short, the Government was simply not prepared to pay extra. As Bill Clinton said: "It's the economy, stupid."
