A discrepancy

Sheila Jackson's article on her work as an A-level examiner in English has the sentence "An inability to distinguish 'their' from 'there' could lose the candidate as much as three marks in an English exam" The board for which I marked would not have deducted marks for this. Such a discrepancy is worrying.
