NATIONAL Training Organisations, the 75 UK-wide bodies which set occupational standards and identify skill shortages in particular employment sectors, must take account of the distinctive Scottish education and qualifications system. Ed Weeple, head of the Scottish Office lifelong learning division, told the Scottish Council of NTOs: “Some (NTOs) do, but not all.”
