Highland Council forecasts of a pupil decline are being revisited, with consequences for the second phase of its privately-financed school rebuilding programme.

Estimates of teacher numbers were based on a pupil decline of 2,562 by 2010, but this has been recalculated to a fall of 843. The higher than anticipated expenditure on teachers will lead to a shortfall of pound;1.2 million in the PPP programme for 2008-09, rising to pound;3.1 million in 2009-10.
