Children who speak English as a second language could take a separate GCSE in the subject under new proposals. The Government’s exams watchdog is considering the plan to assist the growing number of immigrant pupils.

Tests are likely to cover basic writing skills, with less emphasis on style and context. David Willetts, shadow education secretary, warned the exam would create “second-class citizens”.
