Feeble excuse

How is it that the Office for Standards in Education can get away with the feeble excuse that insufficient staff and the bureaucraticburden cause delays to the inspection programme (TES, November 25)?

Or will it in future accept that insufficient staff and the bureaucratic burden in schools cause delays to the education of our children?
