Tuition fees are "fair, reasonable and socially equitable", according to the second submission to the Cubie inquiry by the Committee of Scottish Higher Education Principals. By contrast the National Union of Students (Scotland) repeats its call for abolition, claiming that the most recent figures from the University and Colleges Admissions Service show that the combination of the abolition of grants and the introduction of fees has led to a fall in applications from Scottish students from both professional and unskilled backgrounds.
