Five areas for ministers to tackle

The report highlighted five sets of problems from the pilot which it urges the Executive to tackle before the new community school approach is extended.

These are the ambitious goals of the project, the preference for "locally grown" solutions (some of which were more successful than others), the speed of implementation, the temporary nature of funding and the short lifetime of the pilot projects.

The study acknowledges that achievements should not be underestimated but warns: "The further establishing of principles of multi-agency working and service delivery in community and school life will depend on appropriate management and governance structures and realistic funding, as well as strong commitment of key individuals in local authorities from all services."
