East Sussex is ahead of the pack. It is on the verge of revealing the findings of a massive consultation exercise. Aberdeen and the London borough of Newham are still consulting, while Wigan is in the early stages of the process.
The latest to join them is Croydon. The London borough held initial talks among teachers, councillors, governors, council officials, and union and business representatives last week.
If there is a positive response to these soundings, the issuewill go to a full consultation, which will then involve askingthe views of neighbouringcouncils.
