Foolish ruling

It does seem odd that when there is a shortage of teachers of modern foreign languages, prospective postgraduate certificate in education applicants who have been living abroad should be discouraged from applying because they will not receive a grant unless they have been living in the UK for the past three years.

What is the point of this ruling? Are we afraid of producing teachers who are not sufficiently English? Graham Thomsen 49 Fore Street Buckfastleigh Devon
