Free to learn basic skills

Your article (TES, FEFocus, December 12) reporting on my review to the education select committee was wrong to say that the Government will be looking at increasing fees for basic skills and level two qualification courses.

Far from saying this, I explained that with the skills strategy we have created for the first time a universal entitlement to free learning for all adults without a qualfication equivalent to an NVQ level 2 or five good GCSEs. This is a step on from the entitlement to free basic skills that we have already put in place.
