(Photograph) - Glasgow is among five councils singled out by the Accounts Commission for running more than half of their primary schools at less than 60 per cent capacity. The city has already given its ambitious answer: a string of projects, worth pound;88 million in total, which will create 17 new primaries out of 36 existing schools and site nursery and special schools on a number of "pre-12 campuses"
