Further delays to one of the key aspects of the 5-14 programme in the south-west of Scotland will irritate ministers already angered by local authority back-sliding.

Dumfries and Galloway’s education committee will be recommended next week not to go ahead with the Scottish Office format for reporting primary pupils’ progress to parents from this session unless there is full staff agreement.

The new-style reports, which teachers have complained are time-consuming to complete, will be issued during 1996-97.

A report to the committee will also propose that the 5-14 reports on secondary pupils need not be sent out to parents until 1998-99.

The secondary time-scale was agreed after negotiations with the unions. The phased approach will hold up the 5-14 reporting format until the session after the curriculum development year.

Fraser Sanderson, head of the council’s primary and pre-school services, said a number of schools had tried the format last session but there was a mixed reaction because of the extra burdens it imposed.
