Is the Government to blame?

Since 1980 we have had a vast number of Government measures introduced.

We have always been told to raise standards in the nation’s schools.

Now that there has been a steady improvement in pupils’ performance in public examinations, we hear from the very same sources not cries of “Told you so!” but complaints about the quality and standard of these very examinations.

Could it be that all the changes introduced by the Government weren’t after all about improvement?

Or am I missing something?
