Growth of a government

The Government of Wales bill, which would give the National Assembly stronger law-making powers in areas such as education, passed its second reading in the Commons this week. The Bill would allow Parliament to confer legislative powers on Assembly members in some areas. Scottish-style powers would follow a referendum.
