(Photograph) - LIBRARIANS are due to declare their children’s books of the year today, before the publication of the fourth Harry Potter title.

The winners of the 1999 Carnegie Medal for writing and the 1999 Kate Greenaway Medal for illustration will be announced on www.tes.co.uk at 12 noon today.

Besides last year’s Harry Potter title, Harry Potter and the Prisoner of Azkaban, hot favourites for the Carnegie ae Aidan Chambers’s novel Postcards from No Man’s Land (Bodley Head) and Jacqueline Wilson’s The Illustrated Mum (Doubleday). Favourites for the Kate Greenaway Medal are Helen Oxenbury for her edition of Alice’s Adventures in Wonderland (Walker Books), Chris Riddell for The Adventures of Tobias Burgess, Page (pictured, Walker Books) and Christian Birmingham for Wombat Goes Walkabout (Collins Children’s Books).
