* Heads will not boycott national primary school tests in the coming year, but David Hart, general secretary of the National Association of Head Teachers, said that his members would not stand in the way if National Union of Teachers members voted for the action.

He said it would not be practical to expect non-NUT teachers to take over the administration of the key stage 1 tests, which are marked by teachers and there were problems at KS2 because of the preparation for the tests that took place between January and May.
