Douglas Osler, head of the Inspectorate, told the exams inquiry this week that teachers deserved praise for implementing Higher Still successfully. Mr Osler was at pains to separate igher Still issues from the exams debacle and pointed out that the Inspectorate was only one of several players in the evolution of the post-16 reforms.
