No one in their right mind would argue with the aspiration that all schools should be good schools. However, no one in their right mind who knows anything about inspection would argue that changing the Ofsted inspection criteria to remove the satisfactory grade would make a major contribution to that excellent (I nearly said "outstanding"!) goal within three years.
But perhaps Roy Blatchford has only a satisfactory level of aspiration. Perhaps all schools should be outstanding within five years. But if all schools were to be outstanding, none would be.
