CALLS for the Qualifications and Curriculum Authority to be made more independent of Government were rejected by Mr Tomlinson.

He said the exams adviser needed to work closely with ministers “across a range of curriculum and qualifications matters”.

Instead, the Government, the QCA and the exam boards have been asked to draw up an “agreement” setting out roles. But the report did suggest the QCA should give up responsibility for key stage 1, 2 and 3 and key skills tests.
