A PRISON reform group has called for all child jails to be closed after a report into Medway Secure Training Centre found it was unable to prevent young people from re-offending.
Frances Cook, director of the Howard League for Penal Reform, described the centres as “a costly experiment” which had failed. She called for Medway and the two other centres for pesistent offenders aged 12-14 in Northamptonshire and County Durham to be closed
But despite the Home Office study which said that outcomes at the centre were “very poor” the Government insisted it would remain open and said that “lessons had already been learnt”.
