National curriculum (1994).

He recommended the slimming-down of the curriculum by up to 50 per cent in some subjects, which was implemented.

16 to 19 qualifications (1996). He recommended a new AS-level exam halfway to a full A-level, which became the central plank of the Curriculum 2000 changes.

Higher education (1997). It led to the introduction of tuition fees, though its support for student grants was ignored by ministers.

Church of England Schools (2001). He recommended admissions quotas and minimum standards to protect the schools’ Christian character.
