The land of confusion

I note that in the contents page of the 19 April edition of TES an article by Sir David Bell is introduced as "Michael Gove is taking British education on a journey..." I was surprised to read this, given that Mr Gove's remit applies almost exclusively to England, not "Britain". Indeed, the article by Sir David avoids this misconception and makes specific reference to "the education system in England". I am also surprised that a journalist working on a world-famous education journal seems to be unaware of the long-standing autonomy of the Scottish education system and the remits of education ministers in Wales and Northern Ireland for education policy and decision-making that result from the devolution settlements for those countries.
