* Britain’s biggest quango this week failed to get a High Court injunction banning its staff from going on strike today, writes Ngaio Crequer.

The pound;9 billion Learning and Skills Council, which funds post-16 education in schools and colleges, as well as adult and community learning, tried to stop its staff from legally taking part in the strike against civil service cuts.
