* The Learning and Skills Council this week urged all school- leavers to open a bank account to apply early for their EMA.

New figures from Mori show almost a quarter of England’s 16-year-olds do not have accounts suitable for the grant. Almost 300,000 students have signed up for EMAs since March 2004.
