IF IT is true that Lord David Puttnam sees his lack of teaching experience an advantage and that having no “baggage” from the education world gives him the right credentials for the head of the teaching council, then the path forward does not inspire confidence.

How can someone who has never been on the bottom rung of the teaching staff in a none-too successful secondary school have the knowledge and experience to speak on behalf of these people?
