Eric Forth, the higher education minister, this week refused to name any banks or building societies that had expressed interest in accepting Government subsidies in return for providing loans to students.

During the second reading of a two-clause student loans Bill, Mr Forth said the financial institutions were waiting to see the fine print of the tender documents.

The second reading was carried by a majority of 35 votes.
