SOUTH AFRICA: The Archbishop of Capetown will today call for international leaders attending the World Bank summit in Washington to write off debt and force the abolition of school and health fees in poor countries. The call follows the passing of a new law in the United States opposing any school fees being charged in any education programme it supports. Elimu, a coalitionof citizens’ rights groups, said education fees are a “huge factor” in children being prevented from attending school in poor countries. Yet many loans are given by the International Monetary Fund and World Bank to programmes in countries which charge school fees. The groups are pushing for the US law to be applied to the funds it gives to the World Bank and IMF.
