* Local authorities will have to modernise to fit in with the Government’s standards agenda, education minister, Charles Clarke, said this week.

He told a conference organised by the New Local Government Networkz: “No change is no option. LEAs must face up to the challenges for now and the future. Too few LEAs fully appreciate that their role has changed and they need to adopt a different mentality. Paternalism is not appropriate. The role of LEAs is about enabling and supporting schools, not controlling them.”
