Local councils are complaining that Department for Education and Employment officials are blitzing them with faxes and telephone calls about how particular groups of children will be accommodated in schools.

Graham Lane, education chairman of the Local Government Association, said the Government was on target to meet its pledge - but was trying to achieve it too quickly and that civil servants’ interference was making it more difficult to implement the policy.
