The project to establish a college-based university in the Highlands and Islands, which has attracted pound;30 million from the Millennium Commission and an pound;11 million package for research from government and European sources, says it needs more money. It argues that a university cannot be established “on the meagre rations of our recurrent grants for teaching and for research”.
