Just over a million spare places exist in English state schools, about 13 per cent of their total capacity. Data gathered by LEAs and the Funding Agency for Schools last January shows considerable variations. Nearly a third of primary schools in the south London borough of Wandsworth have empty places, compared with 3 per cent in Camden, 9 per cent in Berkshire and 13 per cent in Calderdale.
