Highland councillor Billy Mac-Lachlan thought his colleagues on the education committee needed some official elucidation on how the Government’s public private partnerships differed from the previous administration’s private finance initiative. So he asked a question.

Alistair Coutts, the director of property and architectural services, replied with a memorable Treasury clarification: “All PFI projects are PPP but not all PPP projects are necessarily PFI.”

MacLachlan was last seen spreading clarity all over Spean Bridge.
