David Hawker, 53, director of children’s services for Brighton and Hove, is leaving to become Westminster council’s deputy chief executive. The East Sussex authority was one of the first to create a children’s services department and pioneered the introduction of a lottery school admissions system. The former languages teacher helped to shape national tests policy when he worked for the QCA.
