The Professional Association of Teachers has called on the Scottish Executive to close "a potentially damaging loophole" in the Protection of Children (Scotland) Bill. The proposed legislation only covers the 30 per cent of nannies hired through agencies. The union is campaigning throughout the UK for all nannies to be compulsorily registered.
