Those who have received a letter inviting bids to nominate “Schools of Ambition” will no doubt have noted that the correspondence emanated from the Scottish Executive’s New Educational Developments Division - in short, the NED division.
How should we interpret this? Is it the division where they place neds, or is it the division that deals with neds?
