New depute for HMI

THE LEADERSHIP of the Inspectorate is to be strengthened with the surprise appointment of Colin MacLean as depute senior chief alongside Graham Donaldson. This restores the numbers at the top to the position of a few years ago.

The significance of the appointment, at a time when target-setting and value-added measurements are gaining prominence, lies in the fact that Mr MacLean, a former maths teacher, has been chief statistician at the Scottish Office for the past three years.

Aged 47, he spent 11 years as a district inspector in Aberdeen and a staff inspector in computing.
