Skills funding should adopt the same system as new rules on compulsory pension plans, the CfBT Education Trust has said. Just as new personal pensions accounts will require employers, individuals and the state to invest in them, so personal skills accounts should require similar investment in people’s future training, the report from the consultant Mark Corney said.
