NORTH AYRSHIRE and North Lanarkshire considered moving from cash payments for footwear and clothing to vouchers, but gave the idea a body-swerve. North Ayrshire invited tenders from six companies but only three submitted bids. Two did not have a mail order facility and the third threatened to reduce the discount if large orders were placed this way. Another could not supply blazers.
