Teachers have felt “done to and done down” by directives from the centre, Peter Peacock acknowledged. The Education Minister hoped the Scottish Executive’s current programme was addressing long-standing complaints.
“A huge amount of our reform programme, which is extensive and does represent change, is not about top-down direction but about removing barriers and impediments to your professional practice,” Mr Peacock said.
“We want to give you the space, freedom, choices and opportunities to practise your craft in ways we have not allowed you to in the past. We want to recognise and restore the professional trust you deserve.”
Mr Peacock hoped teachers would grab the chance to implement change locally and in ways they thought important.
