I noted with interest David Hart’s comment at the Scarborough Conference. Surely, however, if existing heads at failing schools were to be given “appropriate additional resources . . . and . . . could be guaranteed a reasonably free hand to implement the necessary changes”, there wouldn’t be the need to “parachute” anybody else in.
