So the School Curriculum and Assessment Authority is going to study 10, 000 completed scripts before it fixes level thresholds. In other words, it is going to norm-reference the levels.

This leaves two questions unanswered: * Why have we all been trying to criterion-reference children’s work over the past eight years?

* If test results are to be norm-referenced, how is it ever going to be possible to show improvement?
