Inclusion of under-threes in state-funded pre-school education was one of the flagship measures unveiled for England by the Chancellor in his July spending review. But the First Minister has said other options would be considered.
The Education Minister has ruled out extending pre-school provision to under-threes or making free part-time provision full-time. Peter Peacock gave the standard response in a parliamentary answer that "we keep our policy on further developing pre-school provision under review".
