Is the Government actually telling the National Union of Teachers that it will exclude the representative of the majority of teachers from talks about workload and reforming the way teachers work, because the union refuses to back minsters’ plans?

If the only way to be included in negotiations is to state support for the outcome demanded by the most powerful participant beforehand, then any talks are, by definition, a deceit.
