One for all?

Would it be within the legal requirements for schools to group together to send to the Department for Education and Employment a list of unattributable key stage 2 results for publication?

If, say, five schools sent in a single envelope containing a list of their names and DFEE numbers together with their five sets of test data (each set having no reference to the school), would this fulfil their statutory requirements? If it would, problem solved, and no one has broken the law.
