Some people still can’t get their head round devolution. Previewing this week’s Commonwealth education ministers’ conference in Halifax, Nova Scotia, Richard Bourne, head of the Commonwelth policy studies unit at London University, writes: “Although the British Government is sending a delegation of 27, it will be led by the Scottish minister, Jack McConnell.”
