The Government admitted this week that it was impossible to make any accurate prediction about the number of schools likely to opt out.
In its response to criticism from the Commons select committee on education that previous forecasts have proved optimistic, the Government insisted that it could only base its financial estimates for spending on the sector on the current rate of growth in the number of grant-maintained schools.
