Oxford to levy maximum fee

Oxford university has confirmed it plans to charge students the maximum top-up tuition fees of pound;3,000 a year but is introducing a bursary scheme to help the poorest undergraduates. Those whose parents earn less than pound;16,000 a year will receive up to pound;10,000 over three years. Around 20 per cent are expected to receive a reduction.
