Parents should be told that they do not have to sign home-school agreements, says CASE. From this term schools will be obliged to implement the agreements, including policies to combat bullying, but David Gordon, the organisation’s chair, said: “There is very little evidence parents have been consulted.”

He said parents at his school were expected to agree to “provide full support for all decisions made by the head and governing body”. He will not be signing on principle. The agreements are not legally binding.
