There cannot be any doubt that one of the main problems that stand in the way of the steady progress of national education is the existence of slum areas. At a Public Health Congress held at the Agricultural Hall, Mr ED Simon, an ex-Lord Mayor of Manchester, stated that, despite the provision since the War of over a million new or renovated houses, the condition of the slums was worse in 1928 than in 1918. He declared that at a cost to the State of pound;500,000,000 a year the slums of England could be abolished and the slum dwellers could be excellently housed.

But this declaration does not take into account the slum mind...

In the past six weeks it must have dawned upon the least observant citizen that the cordiality of industrial relations has been ebbing. Disputes abound in wide sections of industry...The headlines of unrest have been summoned from their pre-war limbo-“Token strike widespread”“Lock-out today” - and with them has come the final draft of the report by the Workers’ Educational Association on Trade Union Education.

The time is eminently appropriate. Never have the responsibilities of trade union leadership been greater.
